This was told by the director of the Chamber of entrepreneurs of Astana Ghani Tasmaganbetov at the annual conference of the capital's entrepreneurs. He noted that the entrepreneurs of the capital suffer from fines of urban monopolies on energy and water supply.

According to Tasmaganbetov, the Chamber of entrepreneurs of Astana city received a petition from the administration of one of the business centers of the capital, according to which the SCE "Astana su Arnasy" imposed a fine in the amount of 28.4 million tenge for damage of the seal allegedly by the fault of business.

"At the same time, there are questions about the case. I note that the businessman paid for monthly services to the monopolist in the amount of not more than 200 thousand tenge. Thus, the fine is 142 times higher than monthly consumption rate. Penalties of natural monopolies disproportionate, they are tens or hundreds times higher than the actual damage. In connection with this I offer to amend the method of calculation", - said the director of the Chamber.

In the field of transport and logistics the costs associated with the tariffs for services of air carriers should be reconsidered. Ghani Tasmaganbetov believes that reduction of the cost of air travel is necessary for the development of tourism in the capital and in Kazakhstan. "Not only domestic airlines need to reduce the prices, but also external ones, as the cost of tickets for an average tourist is very high. For example, the flight Rome - Astana - Rome on average is 240 000 tenge without accommodation in Astana, while the cost of the Grand Tour in Italy is 239 000 tenge, including flights and accommodation. The high cost of tickets can have a negative impact on tourism activity during the EXPO 2017 in Astana", - said the director of the Chamber.

In the sphere of land relations and housing, the businesses suffer the costs associated with payment of the cadastral value of the land during the change of the target destination to private housing for agricultural land plots, attached to the city.

"There are about 12 thousand hectares of agricultural land in the city, however, the companies can’t change the target destination. They were annexed to the city, and in accordance with the master plan they are provided for housing estates. Just to change the status of such land into private housing, the entrepreneurs have to pay up to 500 billion tenge in the form of duties. It is very big sum. At the same time bearing in mind that the change was not due to their fault or initiative, it is proposed to transfer such land at zero rate ", - said Tasmaganbetov.

According to him, 117,000 people are in line for the allocation of 10 hectares of land. Therefore, the director of the Metropolitan Chamber proposed to study the allocation of land in the form of organized cottage districts in a single architectural style.

"If the citizens will buy the houses from developers at an average price of 20 million tenge, then construction of cottage districts will attract to the city's economy 2.3 trillion tenge of investment. This is 3.2 times more than what was attracted in the current year in the period of active development of "EXPO-2017" and other objects. Nearly 20 million square meters of housing can be built, which is 10 times more than in the peak year of 2016. In this regard, we consider it is crucial to amend the Land Code of the Republic of Kazakhstan in terms of transfer of agricultural land attached to settlements Presidential Decree of RK, in the functional zones in accordance with the general plans without paying the cadastral value of the difference", - said Gani Tasmaganbetov.

He also noted that the current Land Code of Kazakhstan provides the division of land settlements into four functional groups, assignment to one of which eliminates the need to change the purpose of land within it. However, for the most of the land in settlements this norm of the functional zones is not applicable and is flawed due to the fact that the construction of most objects began long before the entry into force of the aforementioned changes. However, the concept of purpose becomes a lever of influence on land owners and land users, as it is one of the fundamental aspects of the use of land, instead of being only the identifier of ownership or land use.

"In this context, we offer the Ministry of Agriculture to consider the cancelation at the legislative level of the concept of the purpose of land in villages. It will allow to solve a lot of constraints on the use of land in the settlements, it will open more opportunities for the use of land for business purposes", - he concluded.
