Business Ombudsman of Kazakhstan took part in the reporting meeting of RCE with entrepreneurs of Aktobe region
At a meeting with the local business community were raised the most pressing problems of the region - lack of access to land, refusals of local executive bodies in the provision of land and change of the purpose of land.
According to the Land Code, entrepreneurs can obtain land through auctions. But the thing is that conduction of auctions is prerogative of the Akimat, which can put the land plot at the auction in a month, in a year or never. By the way, during 2013 - 2015, only 7 auctions were held in the city of Aktobe, at which were sold 117 land plots, while in EKR were held 86 auctions in three years, at which were sold 532 land plots, at SKR - 56 auctions, at which were sold 828 land plots.
Following the meeting, it proposed to conduct auctions on the periodic basis.
Local executive authorities refuse to entrepreneurs in provision of land and change of the purpose of land due to inconsistency of the purpose of the requested land plots with the General Plan and the detailed design project (DDP). In this regard, it suggested to consider issues of provision of land, change of the purpose in terms of business development.
Aktobe entrepreneurs also talked about other equally urgent problems, for example, about the irregularities in the financing of per capita when placing the state order in private pre-schools, subsidizing of socially significant passenger traffic. The issues in the field of taxation were touched upon during the meeting. So, during violation of the legal rights of businesses in terms of voluntary execution of tax and other obligations, it is recommended to SRC of Aktobe region to stop the practice of infringement of the legal rights of businesses, to bring the perpetrators to justice.
"The main problems of the country remain in the sphere of land relations, architecture and taxation. These issues are relevant for the Aktobe region - said the Ombudsman for Protection of the Rights of Entrepreneurs of Kazakhstan Bolat Palymbetov. - Today there is a situation that we should unite as never before - you need to give more opportunities for business development, it is necessary to remove all barriers, we need to open up new horizons. We would like to establish between the state and business relations become a source of economic development and the solution of social problems".
