The Ministry of National Economy proposed to revise the system of micro-loans

Development of mass entrepreneurship and rural cooperation became one of the topics of the conference, which was held today at the Government of Kazakhstan. As a means to achieve this goal, the Ministry of National Economy named, in particular, the use of the opportunities of second tier banks, facilitation of obtaining of start-up capital and the choice of a single operator.

Reporting on this issue, the Minister of National Economy Kuandik Bishimbayev noted that, more than 556 thousand micro-loans were issued in 2015 from all sources in the amount of 120.2 billion tenge. Out of them, 138 thousand are micro-loans for business purposes in the amount of 64,6 billion tenge. The Minister noted that 98.3% (or 452 billion KZT) of loan portfolio of microfinance institutions is concentrated in the cities, while the share of rural areas is only 1.7% (or 8 billion).

Now micro-loans within the state support are provided under the program "Employment Road Map - 2020", "Business Road Map - 2020", "Agribusiness-2020", these loans are mainly issued in rural areas, not in large cities.

"Directions within these programs largely overlap, no single operator of the program for villages and cities has been identified, and performance monitoring is carried out. For example, as for tools of JSC "EDF "Damu", we clearly know the statistics about the created jobs, the volume of output, taxes paid by each entity, which obtained support", - said K. Bishimbayev. However, he said that no records are maintained on micro-loans.

"In turn, within the program Employment Road Map-2020", more than 90% of micro-loans are granted to agriculture. In this regard, this tool must be adjusted to a new agricultural policy announced by the Ministry of Agriculture", - said the Minister.

In turn, the Ministry of National Economy suggested to increase micro-loans in the cities, where there is a surplus of labor and youth. MNE also suggested the use the infrastructure of commercial banks and microfinance institutions for placement of funds.

"This micro-loans envisaged for rural areas are directed on involvement of private farms in the system of agricultural cooperation, the establishment of procurement centers in the rural districts", - said K. Bishimbayev. According to the calculations of MNE, the general policy of the development of agricultural complex will ensure the effect of mass distribution of micro-loans in rural areas. MNE suggest that the size of the annual issuance of micro-loans in the city is up to 50 billion tenge and the guarantee of micro-loans in rural areas and towns is up to 8 billion tenge. The Ministry expects that these volumes will allow to support more than 5-10 thousand business projects of entrepreneurs.
