Aktobe region takes 2nd place in terms of favorable business climate

This was stated during a meeting of the Regional Council of Entrepreneurs, which was held in Aktobe with the participation of business ombudsman Bolat Palymbetov, the director of the department of public monitoring and work with administrative barriers NCE RK "Atameken" Erbol Ustemirov.

As you know, one of the main activities of NCE is identification and removal of administrative barriers, systemic problems that impede the realization of the rights and legitimate interests of entrepreneurs.

An effective tool to determine the favorable business environment for entrepreneurs is the rating "business climate", which aims to assess the work of local government bodies. The evaluation was conducted by 5 key criteria: administrative regulation, government support, property, human and financial resources.

According to the results of the study, which was conducted by the Institute of Economic Research of MNE RK by the order of NCE, Aktobe region takes 2 place in creation of a favorable business environment, and second after Astana. The worst situation in Kostanai, North Kazakhstan and Akmola regions.

The entrepreneurs were also able to assess the level of corruption. By this indicator, the region is on the 4th place in the ranking. Aktobe respondents believe the most corrupt are the Department of Consumer Protection, State Revenue Service and DES.

In addition, Erbol Ustemirov informed the participants about what work that is being done to identify and to reduce administrative barriers. According to him, all the systemic problems of entrepreneurs, which are revealed in the regions, are accumulated in the registry of problems. For more than 2 years of work, it includes 371 systematic problems, 249 of which have been resolved. Given that some questions need to be addressed through changes in the laws and legal acts, NCE has been developed and proposed more than 1,100 amendments to existing legislation, 850 of which are approved.

The laws, which are almost completely been prepared with the participation of NCE and allowed to significantly reduce the administrative barriers and to solve business problems.

"Among them, adopted in December 2014, the Law "On introducing amendments and addenda to some legislative acts of the Republic of Kazakhstan to radically improve conditions for doing business". The total economic effect for entrepreneurs from this law has exceeded 14 billion tenge. There were eliminated scheduled checks and were introduced 3 kinds of inspections instead. According to the observations of NCE, more than 4,500 unreasonable demands were excluded from the checklist of state bodies", - said Erbol Ustemirov.
